The feeling of scratching is one of the most annoying feelings in the world and the pony in the video does not disagree with this statement at all. It is in a position that it can no longer resist the feeling of scratching so the pony finds a way how to do so.
Being very close to a fence, the horse thought it was the perfect place to get the very needed scratch so it starts moving its butt from left to right and judging by its face it felt like the pony was in paradise.
When humans are not around, horses get very creative to find places/tools to get the scratches that they need or they even get help from other horses or animals.
